[Article] Ten years after it joined the European Union, Romania still lags behind when it comes to access to electricity, with 100, 000 households still disconnected from the grid. Faced with inaction from a cash-strapped government, one man has taken things into his own hands, and is installing solar panels in the homes of Romania's poorest families.
